My theory is that civilized society begins when a society begins to write down its laws. Just as importantly, authorities must actually enforce such laws as written and make them understood to the public.

I'd say civilization starts with agriculture. Without agriculture you can't even gather the amount of people needed to build everything a civilization needs. Agriculture is also kind of the reason every civilization sprung up.
