Liberum veto is rather infamous due to its most famous instance being the Polish-Lithuanian Commonwealth's adaption of the mechanism in its legislature. The issue there, however, was that the legislature in question consisted of upwards of 350 people; so legislative paralysis was damn near impossible to avoid.

The difference is Polish liberum veto was used in a bicameral legislature with roughly 350 individuals whereas an executive council would be 5-15 individuals.
