Have you considered that the incredible level of authoritarianism necessary to try reaching a near perfect meritocracy would create a system that could very easily turn into something deeply non-meritocratic with the wrong leadership? You're giving precedent to leviathan to have all these levers at its disposal and even if the individuals who conceived of such a system were committed to meritocratic, scientific government; what's to stuff a future leader from using that power for self-serving purposes or in fulfillment of an ideal besides meritocracy?

I also don't believe in perfect governments, I think better governemnts are ones that allow for imperfections as they realize this(checks and balances).
