The goal shouldn't be "force people to have children." It should be to remove the economic and social conditions that make having a family seem impossible and children will come naturally. If housing is cheap, food can partly come from your own land, childcare is shared by the community, and children aren't viewed purely as another enormous expense, then having a larger family becomes much more realistic. And you don't even need everyone to become a full-time farmer. Some people could farm, some could run workshops, some could teach, some could work remotely, and others could provide trades and services. The important part is creating small communities where families have affordable access to land and aren't completely dependent on extremely expensive urban housing and slaving away.
