Likely Moses messed up or misinterpreted the word of the Lord but not significantly enough for God to care. But when it was time to send Jesus down God likely thought it would be a perfect time to correct some misinterpretations or mistakes from the Pentateuch. Again most of the stuff was just small stuff that had no relevance back then or in the present so God likely saw it as pointless to keep it around as a rule. At some point it probably did have meaning but as God sent his Son down he could change the stuff he found no need for
