NUCLEAR ENERGY PREPARATIONS MOVE FORWARD

The Philippines is advancing preparations for the possible introduction of nuclear power as the Department of Energy (DOE) strengthens the policy, regulatory, technical, financial, and institutional foundations needed before the country can move into the next stage of its nuclear energy program.

The DOE said the country is working toward Phase 2 of the International Atomic Energy Agency's Milestones Approach. Under the framework, Phase 2 focuses on developing the infrastructure needed before a country can invite bids or negotiate a contract for a nuclear power project.

Among the developments are the establishment of the Philippine Atomic Energy Regulatory Authority or PhilATOM under Republic Act No. 12305, preparations for nuclear financing and licensing frameworks, international partnerships, and continued work on recommendations from the IAEA's nuclear infrastructure review.

Potential nuclear power plant sites in Bataan, Palawan, Masbate, Pangasinan, and Camarines Norte have also undergone initial assessments. However, these assessments do not mean that any of the locations has already been selected for construction.

The government is also addressing the IAEA's 19 nuclear infrastructure issues, including grid readiness, nuclear safety and security, emergency preparedness, radioactive waste management, workforce development, financing, and public participation.

Meanwhile, the DOE is developing a Phase 3 roadmap covering the infrastructure the country would eventually need to commission and operate its first nuclear power plant.

The developments mark another step in the Philippines' long-term consideration of nuclear energy-but significant regulatory, technical, financial, safety, and infrastructure requirements must still be completed before an operational nuclear power plant becomes a reality.
