The material being tested would be freely available to the public as part of the intellectual commons. Only those who score proficiently on this examination can vote for legislators, the national executive, and individual pieces of legislation themselves.

Civil service examination is not enough, they should have tests and hardships growing up to see how they act under extreme circumstances. Otherwise it is a good test, reminds me of ancient athens. But also of Good kings.

Basic combat training didn't weed out all of the bad ones, it weeded out some, and even the selfless and more humble ones still mess up eventually.

First there should be boyscouts then there should be a national guard style service where they are 1st boots on ground for natural disasters, all with peer and supervisor evaluations to see who is truly selfless and a servant.

None of these should live with excessive pay or exuberant tax subsidized lives.

I wasn't thinking combat training at all, merely an advanced examination of civic knowledge.

I strongly object to this idea. Military personnel can be expected to generally have a more belligerent attitude on international relations. The regimented nature of the Boy Scouts promotes a similar attitude.

It's not enough, a good leader has to be well versed with stress and emergency and physical labor, otherwise he might be spoiled in some category which will result in bad and tainted rule.

The national guard does domestic emergency responses to tornados and floodings in USA. It teaches discipline, with capacity for military intervention, but usually to provide aid.

Yet future leaders need to know how to be with each other and how to take instructions from their senior.
