I would assume Mongols are a little smarter than your average shitskin because they live in a temperate climate that requires preparation for a long Winter. However, where the European, Chinese, and Japanese had to prepare for the Winter by planting and storing food, the Mongols just followed around herds of animals.
My instinct tells me they're slightly above the average IQ of the shitskin, more resilient, but prone to brutish and violent behavior. Compared to the European, though, no I would suspect they're still kind of dumb, just not flat-out retarded.
