Kidnapping as a criminal activity is viable in the west and has probably already emerged (in general the media only reports on crimes they wish to encourage). A single daycare with 20 upper middle class kids has tremendous value (lets say you ask for $50,000 each, as that amount could be raised in short order by any of that economic cohort, even just using credit cards). It also comes with built-in hostages to enforce compliance. Kidnap the daycare worker at the same time to have someone to care for them while you deal with negotiations, but don't expect anyone to pay for her.
