So in other words, the Third Reich wants a couple of smart, capable Nordics for important administrative roles in the state and managing industry, but a dull-normal Nesquik-colored slave race is preferable for everything else. I don't believe a state can be meritocratic in the pure sense of the word. That isn't me suggesting the fuggen free market is actually the real pure meritocracy, but I guess I struggle to answer your question when I don't believe a meritocratic authoritarian nation-state will ever exist.
