Tourism is almost mandatory for most island nations. But that doesn't mean they shouldnt have a fishing and boat repair economy. The tourism, seasonly, should be 50%, during season, of their economy, and off season should be only 10%, and not hinder their capacity to attain vital goods that they themselves literally are incapable of producing. Yes this will limit their economy but it will allow them to weather the storms of global conflict and trade. I'm basically meaning their capacity to produce food and water should be 99% self sustained
