There's no evidence that neanderthals or denisovans had laws. Humans have effectively enslaved themselves from moving away from the stone age hunter-gatherer lifestyle tens of thousands to millions of years ago before the discovery of fire 3 million years ago when humans were scavengers who ate raw meat and raw bone marrow. Laws and religions are a Bronze Age concept. Farming didn't take off until the last 10,000-12,000 years. Humans have lived for millions of years without law, governments, empires, nation-states, wars, etc. Humans are destroying the planet ever since the industrial revolution of the 1800s.
