Probably assign an autonomous zone where my ministers, governeers etc… will have no control over except me, and I will personally promise myself I will not do anything to the inhabitants or government of this autonomous region. The only thing that does not make them a slave, is me (Because I'm a dictator, of course). I own all the property there, but really not because I chose to just not do anything with it, and let anyone do whatever a capitalist can do with it. Everything that happens there, stays there. I would promise myself I would not impede on their rights for 60 years

Let it do it's own thing for a few decades and see what happens.
