Then I'd say Nietzsche would be a individualist, in that he, through living in soviet Russia, learned that every person there had the same capacity for evil and good, and he could not confidently group x class or y class as morally superior.
But, in the strict sense, I don't think he was concrete on the idea, like a chemist isn't concrete on the idea that life has a clear defined boundary the same way a biologist would.
