If the court is corrupt then it's up to the leader to change that weather through changes to law or through purging the current senate, if the court AND leadership are corrupt and working together then there should be clauses that the military can use to either do their own investigation or straight up a branch of secret state police, who's job is to police the state itself mind you. It would be incredibly hard to rot a system like this, I also imagine having the leadership age cut off at the same time as the retirement age is. It you're unfit to work you're unfit to hold these positions

Well believe it or not I'm not well versed in the inner workings of the military, I'm sure if we just deal with it the way were dealing with it now it should be fine. If the state is succeeding there is like almost no reason to stage a coup, most soldiers don't want to kill their countrymen. Assuming for a coup is incredibly unrealistic in the first place, If military coups were commonplace then you would see them way more often in places with way worse systems
