H1Bs can only be handed out if there are
no americans that qualify for the job position.
What this means, is that if a company requests a job, and no americans sign up for it, then the company can now use H1Bs to fill that position in with foreign workers instead.
Now, there is a loophole that companies found:
If they simply post the job requests on obscure and retarded sites that nobody looks at, then they can say "oh look, no americans signed up for our position, we can hire H1Bs now"
