Yeah, cloud seeding and weather manipulation has been a thing for a while. Of course some people tend to overblow it's effectiveness but depending on the area and time it can be quite useful.

I understand the process, though there's a limit to stormcloud creation. You can't create a large storm without certain preconditions.
