Monarchy is better for the simple reason that a their rulers tend to have a low time preference, as they have to maintain a kingdom for years for themselves and their successors.
In a dem-ACKracy no such thing happens, as the rulers get repeatedly replaced or are under such a threat, the time preference is much higher, so the ones in charge will tend to loot as much as they can whilst in power.
