We need to found a society that assigns people to social classes based on their intelligence. The "stupid" class's purpose is to perform menial work to provide for the "intelligent" class. We must promote a nationalist-like ideology among the high-class people, while spreading degenerate ideals throughout the low class. These classes and their lives should be completely sectioned off. The "stupid" class must feel like they have autonomy and self-governance over themselves, while the "intelligent" class's society is the only one with any true liberties, since they are the only people who can be trusted with them. The high class will be split into two ruling bodies: one that rules over itself, and the other that rules over the lower class's society. I envision the high class will be filled with artists, educators, revolutionaries, and will be a largely equal society. It is easy to provide social services to people who are successful and respectful. At 16 years old, every child will be tested for intelligence. Children who do not meet the criteria for intelligence in high society will be executed. Children who meet the criteria in the low society will be executed. People of both societies will be convinced this is for the greater good, although the "stupid" class will not need to be convinced. The high class will exert 1984-like mind manipulation over the lower classes, aided by the use of technology. I imagine it will be a tech dystopia, but they will all love it.
