"Africa is corrupt and is poor" memes aside, there were actually a few african countries that tried to industralize.
Ghana, In around 1950 they tried to get into the textile industries. If you know a thing or two about industralization, the textile industry is the best way to do it. Then came a predicament: The west kept donating clothes to ghana aswell as infinite cheap clothes flooding the market. Due to this, there was basically no reason to buy locally produced clothes. Ghana tried to fix this by banning foreign donated clothes, but then the US intervened and threatened tariffs if this ban takes place. Tariffs would mean driving away investors, so this basically meant that the textile industry in ghana basically failed.
There are other examples that i wont list because im a lazy SLF, but i think bad policies alone isnt the reason why africa is a poor shithole. You will see half succesful countries like botswana and the ivory coast but thats because they focused on exporting resources instead of trying to industralize. Opinions on the evil yt kkkrakkkas preventing africa from industrializing?

it really depends on how you interpret neocolonialism, i would say no despite them having some influence on african countries
