The issue is that ZOG is still at conflict over how they want to rule the world, it has been like this since the cold war. The "Communist" sect of ZOG thinks it should be done via authoritative and political control, the "Capitalist" sect of ZOG thinks it should be done through cultural and economic control. Just like political movements down here at the bottom, ZOG also has it's internal divisions and factions, and they despise each other over those differences. If Capitalist ZOG wins a war against Communist ZOG in China then they literally rule the world. If Communist ZOG beats them then the entire world economy will collapse and allow for change to take place.
The deals they make with each other are because it benefits both of them equally.
Every Western ZOGbot that dies in conflict is one step closer to their order collapsing, though I doubt it'll happen in this decade, maybe the next one though.
