Putting racism to a side for a second, I greatly doubt that students in china and japan and anywhere else with niggerhell exams are worse than those in the west. The unis must not be that bad either. Western ytpipo in general tend to be incredibly uneducated, I know too many people who just don't give a shit at all. Eastern europe doesn't really have this, as people want to have a good degree to escape to the EU.
