make the criminals work. they do any job they can do, and if they can't find them, make them work as like janitors or construction workers. that way we can replace the ultra low skill workers (migrants) with natives (take that WEF). you keep their rights, so they can try to appeal their sentence, have workers rights, paid leaves, etc. the job makes them able to afford their food and housing and prison infrastructure. so they are forced to work, but only the minimal they need. they're not pushed for anything more than the minimum (that'd be slavery o algo). but they can work for more if they want to (in that case idk they'd get more food or something). the job is mostly provided to them by the state, but if they can get an even better job based on their skills, give it to them o algo. the job lets them get rehabilitated and reintroduced into society. by the end of their sentence, the state will have paid practically nothing, they will be rehabilitated, they will be able to find a job, and they will have kept their rights. win for everyone
