When the criminal code was written back in the 1990s they made articles for purchase, distribution and production of 'p but never explicitly banned the act of possession and that's how the code is to this day, which is why some are now delibirately misinterpreting it as 'p being legal in Russia, even doe it's stupid because if you have 'p on your hard drive obviously you have to had purchased it or produced it yourself. Althoguh on the internet it's possible to download it for free, without purchasing, but nobody brings up the issue in the parliament so the law hasn't been changed.
