Never heard of anyone discussing picrel online, only ever found out about it because of a DVD gathering dust in my parent's basement. It's a bit theatrical and almost like romeo & juliet set in modern times, not in the way they speak but more how the story goes, where there's a major tragedy that could've been avoided if the characters weren't at the wrong place at the wrong time. It's sort of a family friendly noir, and i love the rainy, foggy aesthetic it has. I also enjoyed the song used in the DVD's menu:
