Don't forget Mike picks and chooses when his own fluctuating rules play out. He himself killed his son's corrupt partners before out of revenge but didn't want Nacho to get his own vastly more evil and dangerous cartel partner whacked. Mike also tells Walt that he's never let any half measures slide before the night when he accidentally allowed the innocent woman to be beat to death by her sadistic ex, but then Mike gives Walt and Todd both various different chances, gives Jesse too many chances which ends up getting Gus (aka Mike's boss and the only person covering for his financially wired hitman life to take care of his family stable) killed, he lets Lydia live when he shouldn't and which only gets his own men killed by the end when she conspires with Walt to have them all whacked in prison, and he gets killed by his own retarded logic when Walt shoots him because Mike gave Walt too many chances.

Mike was a retarded character or the writing around him was retarded. Either way, it's a huge plot hole that's never addressed.
