I'd like to either learn the mandolin or the banjo, as I think those two are the best for my use case.
Mandolin is great because it's tuned in fifths and that allows you to easily play a scale or go up and down the fretboard. It's a bit too high for me thoughbeit.
Banjo's really simple to noodle around with because it has open tuning, and almost anything can sound good (mainly because everything relies on the key of G). It has great repairability, but I personally don't like bluegrass that much. Irish music is much better imo.
I guess the middle ground here is the tenor banjo (tuned in fifths, only 4 strings, smaller neck), but local availability is scarce.

The "standard" banjo can be tricky to learn if you're familiar with stringed instruments, as the 5th string is the highest and no one traditionally plays it with a guitar pick, but with their fingers.
Tenor is a good option, but that mostly depends on what you want to play, as it's usually played in Irish music and old jazz (both of these genres use different tunings, too! Jazz uses CGDA and Irish is lower at GDAE, one octave below the mandolin). It's also used for melodies, so YMMV since you're someone who is familiar with rhythmic instruments.

Probably tenor. Fifths tuning still seems kinda weird to me even on the tenor since I’m used to fourths tunings like EADG for standard stuff (mostly use for jazz) or F♯ G♯ C♯ D# for heavy metal. If I ever get a tenor I’d probably use it for bluegrass or jazz. Do people use picks on banjos or pluck strings?

Fifths are great because they allow you to easily navigate the fretboard. As someone who mostly played "piano" with a computer keyboard they're not bad to learn. It takes some learning to make a chord but that can be said about all instruments. It takes 2 fingers to make a G chord in Irish tuning for example.

5 string banjos are more common on bluegrass, while tenors are played in old jazz (or Dixieland jazz or however the fuck you want to call that genre as it has 5 different names). The choice here would be dependent on what genre you like better. If you're undecided you could go for a mandolin, as it was used in a bunch of genres over the years.

Tenors are only played with picks. 5 string banjos are finger picked.
