Agriculture, or, simply, semi automatized food allows you to have free time. Because otherwise you'd spend all your time finding food. This free time can be used to think, relax, and ponder. Without this free time, new ideas can not be discovered. Africans never had agriculture, so they never had free time, so they never pondered, so they never had writing systems or intricate art or philosophers.

I disagree with your free time assessment though, it's not merely free time because hunter-gatherers take their free time. It's the necessary development of more complex means of resource administration and distribution that leads to writing systems and philosophy.
