Realistically that's just because the initial bodyplan is basically the same for both sexes early on; the existence of the Y chromosome alone triggers some of the male development but testosterone does way more than you think. If their cells don't respond to testosterone at all, then a guy will literally be born with, what is for all intents and purposes, a pussy.
