I just got an idea
people are neutral to build raisin far away from spawn and not get griefed, right?
we disable neutral however…
New builder faction. Infinite power and one member (never ally), claims finished builds to permanently protect them with no chance of griefing. Only builds are protected and bases aren't so people cant just neutral to avoid raids
this way people don't just build at spawn with government protection, they can build as far as they want without worrying about griefs. Spawn buildings will still be government because griefing there gets reverted anyways.

Just create a faction to protect your chests from randos stealing. /f create (name) and /f claim to claim the chunk you're in
